Gaffney city councilman: No more ‘stupid’ land transactions

At its most recent meeting, Gaffney City Council voted to spend $155,000 of its Hospitality Tax money on two parcels without knowing their market value.

Councilman Dennis Ramsey will introduce a proposal at today’s council meeting to prevent that from happening again.

Ramsey wants council to consider outlining procedures regarding the sale or purchase of property.

“I’m not sure if council will agree with it, but basically we need some kind of policy when we buy or sell property,” he said.

Ramsey said he wants the policy to require an appraisal before council can consider a land transaction.

Ramsey, along with council members Wayne Ramsey and Billy Love, strongly opposed spending $150,000 to purchase an 8-acre tract along Hetty Hill Street, formerly known as McCluney Park, and $5,000 on a small tract on Littlejohn Street owned by Joe Craig.

Ramsey described the decision to buy the land without an appraisal as “stupid.”

The parcels will be used as parks.

According to records at the tax assessor’s office, the asking price for the properties was in line or below the appraised values. Craig’s property was appraised at $7,400 or $2,400 less than the selling price. Just 4.22 acres of McCluney’s property is appraised at $63,300.
