Clyde McNeill, owner of American National Insurance Agency was 'arrested' by Blacksburg police officer Dennis Scoggins and taken to Sagebrush restaurant in order to raise money for the Muscular Dystrophy Association (MDA). McNeill raised $2,590 in his second year in 'jail.'
