Councilman says H-Tax shouldn't be only source of arts center funding

If there is a snag in the construction of a Gaffney cultural arts center, it might be over its funding.

The Gaffney City Council Building and Grounds Committee is expected to meet Wednesday to consider a memorandum of understanding which would allow the city to acquire the former Brown's Furniture building for the Gaffney Little Theater.

The memo of understanding was presented to council at its workshop last month in Greenville.

The city would use grant money and Hospitality Tax revenues to transform the retail space into a cultural arts center, city officials have said. The Gaffney Little Theater would be the arts center's main tenant.

But councilman Bernard Smith, who chairs the Building and Grounds Committee, said he wants to find alternative funding sources rather than obligating a huge chunk of the city's Hospitality Tax revenue to the project.

Smith said it will take between $2 to $4 million to renovate the building.

"We are going to have to find different revenue streams, not just the H-Tax," Smith said.

The H-Tax is a surcharge on prepared food. It generates about $700,000 a year in revenue for the city.
