City boss researching ordinance to regulate horse & carriage rides
City of Gaffney leaders aren’t horsing around about bringing horse and carriage rides here.
In a meeting Wednesday afternoon, the city’s Police Committee instructed Gaffney Administrator James Taylor to continue his research into an ordinance to regulate the business.
Taylor also was told to seek input from the South Carolina Department of Transportation.
Taylor explained the ordinance would address such issues as times for the rides, traffic disruption and, of course, sanitary concerns.
According to the city administrator, a Chester woman wants to offer horse and carriage rides here.
The woman currently operates her business in Asheville and Charlotte, N.C.
“Yes, the police committee thinks it’s worth exploring,” Taylor said. “You don’t let them on city streets unless there is an ordinance regulating them.”
If city council signs off on an ordinance, the carriage rides would be offered in the downtown and residential historic areas of the city.
