Motorist who failed to follow officer’s orders blocked in, taken into custody

According to a police report, a motorist who was being pulled over for a traffic stop refused to comply with the officer’s requests. This led to two police cars having to corner the motorist by blocking in his car, with him and his passenger being detained.
